This module presents an overview of the fundamental concepts of performance-based payments (PBPs) and the guidance necessary for implementing a performance-based payment financing structure as part of a fixed-price contract. The module looks at such topics as: the expected benefits and potential concerns to both the Government and contractors, conditions under which PBPs are lawful and appropriate, and the administrative effort involved with this method of contract financing. This module is based on the DoD guidebook entitled User's Guide to Performance-Based Payments. |
